Do you know what the purpose for this road for?
It see very normal, and in many places do have this kind of road, it is not for us and we just ignore it.

A motor park at the street use by blind people
A simple act that you not consider will bring a problem to others.
Without this kind of 'special street' they will loss their direction, just the way from the place they eat to the room they bed.
Do consider the need of our friends(OKU), a simple act will bring a lot of convenient for them.
